GIS Art developed a scalable GIS-powered web solution designed to connect insurance providers, transportation companies, healthcare facilities, and patients. This platform enabled the NEMT broker to secure new contracts and achieve a 30-fold increase in revenue.

A medical transportation startup needed a scalable IT solution to support its operational processes and secure contracts. The software had to integrate seamlessly with transportation provider systems, comply with HIPAA regulations, and outperform competitor solutions.
However, the client lacked the necessary IT skills and resources to build the solution. They also faced tight deadlines and frequent changes in requirements.

Our Approach

Initial Development for Competitive Edge

To give the client a competitive advantage, we began by developing a demo of GPS tracking of vehicles on a map. This unique feature, absent in competitors’ software, helped the client secure their first contract.

MVP Strategy for Timely Delivery

To meet the six-month deadline for the first contract, we proposed a Minimum Viable Product (MVP) approach, focusing on essential features:  trip request registration, distribution of trips among transportation providers, tracking vehicle location and trip status, integration with transportation provider software, and management of drivers and vehicles data. Additional functionalities, such as billing for the first contract and customizations required for the second contract, were delivered within the following six months.

Dedicated Team Formation and Expansion

A dedicated team was assembled for the project, including a PM-BA, an architect, full-stack PHP developers, a front-end developer, and a QA engineer. As the project grew, the team expanded to include a business analyst, tech lead, additional developers, QAs, a data analyst, a DevOps engineer, and a security engineer, ensuring all client requirements were met.

Scaling and Agile Transformation

The client’s strategy and development processes were continuously refined through retrospectives and feedback. To address scalability and frequent changes, the team transitioned to a Large Scale Scrum (LeSS) framework with two-week sprints, enabling quick adaptability to evolving needs and tight deadlines.

Testing and Quality Assurance

Robust testing and thorough code reviews ensured software quality and reliability. Both manual and automated testing were employed, leveraging tools such as vREST NG for API testing, Selenium and Java for UI tests, and PHP Unit for unit tests. This approach accelerated feature releases while maintaining high performance.​

Software Architecture

To enable maintainability and scalability, we designed and implemented a software architecture that utilized MVC (Model-View-Controller) pattern, ORM for data access, and RESTful API style.

As the system evolved, new microservices, such as for collecting vehicle GPS data, were added. This approach enabled the use of optimal technologies for specific functionalities while improving maintainability, scalability, and reliability.

Infrastructure

Leveraging AWS Cloud for its HIPAA compliance, security, reliability, and scalability allowed us to handle sensitive healthcare data safely and efficiently.

Docker was used to facilitate reliable and simplified development and deployment. As a result, this enables continuous delivery, easier rollbacks of releases, and consistent environments across different stages of development and production.

Combined with API integrations, the system enhanced performance, helped to secure new contracts, and enabled the NEMT broker to increase revenue by 30x
